Abstract

The relevance of managing public narrative and opinion during the operations San Francisco, Soccer World Cup 2014, Rio 2016 Olympic and Paralympic Games, Hurricane, and Federal Intervention boosted the development of this research. Therefore, the article has as the general objective to evaluate whether a tactical team of Psychological Operations has a permanent demand in Rio de Janeiro. In this aim, the doctrine and organization factors have been deeply studied once the activity of Psychological Operations is an operation capacity. Thus, the study demonstrates that there was a lack of personnel in the staff in the 1st Batallion of Psychological Operations and the permanent need for tactical support of Psychological Operations during the operations that occurred in Rio de Janeiro between 2014 and 2018. Hence, it was assessed that there is a permanent need for tactical support of Psychological Operations, and the adequate structure for this demand must be a Company directly subordinated to the Eastern Military Command.
